Federal Procurement
By Presidential Memorandum, strengthened by the Federal
Acquisitions Streamlining Act of 1994 (FASA), the federal government
began accelerating the process of moving from a paper-based system to
an electronic system. Acquisition information such as solicitations,
offers, contracts, purchase orders, invoices, payments, and other
contractual documents will be exchanged between federal users and
commercial suppliers electronically. Beginning in July 1995, Army,
Air Force, and certain Navy sites were authorized to issue electronic
solicitations for purchases up to $100,000. Additionally, Federal
Acquisition Computer Network (FACNET) certified sites are expected
to post 100% of their requirements. Sites that are not yet FACNET
certified are issuing electronic solicitations for purchases up to
$50,000.
Commerce Business Daily (CBD) is the publication listing federal
requests for quotations for items over $25,000 and contract awards
over $25,000 that are likely to result in the award of subcontracts.
FACNET-capable agencies are exempted from CBD posting requirements for
commercial items up to $5,000,000 and for any purchase under $100,000
that is posted on FACNET.
The Department of Defense and the federal government have
approved Simplix as a Value Added Network (VAN) and software
provider. Additionally, the Department of Defense (DoD) is converting
SAACONS, SPEDE, Federal SACONS, and other
electronic initiatives to the standard approach. Companies can access
information from these sources directly through SIMPLIX-W.
As a SIMPLIX-W customer, you have the opportunity to dramatically
increase your sales. Simplix customers have increased their sales by
thousands of dollars per month.

Simplix supports three billing options: annual payments by check,
annual payments by credit card, and automatic monthly charges by credit
card.
All clients are responsible for paying a one-time network
connection fee of $200.00.
The annual payment plan mandates prepayment of mailbox fees for a
twelve month period. Clients paying in advance receive a $50 prepayment
discount. Thus, the annual mailbox fee is $850/year. (A total of $1,050
is charged the first year, due to the addition of the network
connection fee.)
Clients paying the annual fee in advance by cash, check, or money
order receive both the $50 prepayment discount plus an additional
$100 cash discount and thus pay only $750/year. (New clients paying
by cash, check, or money order pay $950 the first year, due to
the addition of the $200 network connection fee.)
Payment in advance is non-refundable.
Clients electing the monthly payment plan provide Visa,
MasterCard, or American Express account information that is
kept on file for the company. Account fees are billed (charged)
in arrears to the credit card on file. Mailbox fees paid on a
monthly basis are $75/month. (A total of $275.00[2]
is charged the first month, due to the addition of the network
connection fee.)
Customers receive an electronic invoice each month.
2. The charge for the first month may be less
than $275, due to pro-rating. On-going costs are billed
at $3.00/day.
