A number of the Q-quotes from DLA have stated that they cannot be bid by EDI but should be bid on paper or fax. This begs the question, "Can Simplix clients bid these through Simplix?" George Chisa spoke with Mr. Len Gregory of the policy area at DISC on 9/29/98 and was told that, yes, Q-quotes may be bid via the EBB and the buyers are supposed to check for quotes submitted on the EBB.
Simplix clients have nothing to worry about -- bids on Q-quotes submitted using Simplix-W are automatically submitted to DLA via the EBB.
You may have noticed the improvements in the Q-quotes and handling of multiline solicitations. The process is as follows:
If a Q-quote contains multiple lines with the same PR number and the same NSN the quantities are combined into one for quoting purposes.
If a Q-Quote contains mutliple lines with individual PRs and different NSNs they are split into multiple quotes per PR number. You may see (probably will see) references to both PRs in each RFQ. You will need to bid on both PRs (the YP numbers) if you want to bid on both line items.
If a Q-quote contains one PR number with multiple NSNs we treat it as an error because it makes no sense whatsoever.
